My Lord,
I have the honour to submit for the signifi- cation of His Majesty's pleasure the following Ordinance
intituled:-

An Ordinance to authorise the Appropriation of a
Supplementary sum of Four million and twenty-six
thousand three hundred and thirty-six Dollars and eleven Cents to defray the Charges of the year
1919. No.14 of 1920.
is enclosed.
3.
The customary report by the Attorney General
The large increase over the Estimates is
mainly due to the outstanding balance of the Rice Account reported in a separate despatch which amounted to 83,087,749.45, loss on exchange of 8736,665.03, expenditure on Buoys and Mooring amounting to approximately £35,000, and
expenditure on Public Works Recurrent of approximately
8144,000, against this there is a saving of approximately
£700,000 on Public Works Extraordinary.
4.
I have further to transmit in accordance with
Colonial Regulation No.255 the Appropriation Account for the
year 1919 which embodies full information respecting the excesses and savings under each subhead of the Estimates of Expenditure.
